Is there a mod or method of showing unregistered users a page that they must read and click 'accept' on before they go to read the forums? A bit like terms and conditions?

I'm looking to create a forum that gives me the ability to create 'clubs' or even better, allow some of my users to create them. The idea being they would be self-managed areas of particular interest...

Anyone know of a mod that allows people to post a new thread as a 'question' and then when someone answers, give a rating and mark it as 'answered'. Perhaps by giving points too?
