you need to go to your server and edit $config ...

you need to go to your server and edit $config locate on the includes folder and add your self as super admin .
look for ['superadministrators'] and enter your user id for example if your user id...

I think he saying when he make a thread and write the subject the first letter of subject get change from capital to low caps after submit thread and he want to prevent that .
