Create a home page with tabs?

I want to create a similar look as this site with the smooth blue as far as the tabs.
Can someone point me in the right direction as to how to create the tabs that direct you to the Home, Forum, and Chat.

Looking to creat a home page with all that.

This is EXACTLY what I've been looking for..
