Email Alerts - less sensitive

Can we have a plugin which forces a re-try on a connection failure - I get about 30 mails from my forums every 2 hours or so - I think its down to ethernet being pap to the SQL server.

But we have 300 people on the forums any one time - and the code doesnt need to be so sensitive.
