Where do I find how to make the user information go on the left hand side like these forums rather than on top?

Is that a skin or a modification?

I've searched around but I guess I don't know the lingo since this is all pretty new to me and I'm getting brave about adding stuff. Just added a Journal and it worked so yippee for me. :)

Oh also I run 3.5 as well. Any modifications you can suggest would be appreciated too. It's just a moms/women board so they like fluffy cute stuff. ;)
