A little guidance please

Hello,

I have a design that I'd like incorporate with my forum. View Design I'd like the navbar to be in between the text exasco and the inner boarder. The actual forum I'd like to be in the blue table.

Could anyone help me in what templates I need to be editing to get this look.

I might also want to add that the forum is 3.5 Gold.
