when this is online, server goes down

p2033102.net.upc.nl is causing an instant super lag on our forum when this shows up. I tried to block this with htacces but it returns anyway. Providers who i have mailed about it don't have an idea what the ip address is so what's going on??

You can ask your host to block all connections from that address.
