What hack does vBulletin.org use to post up the hacks and the interface that we see in the upper right hand corner?

That doesnt exactly seem like the spirit of vBulletin.org...

Anyway, I'd like to know if there's anything like this available so that I can create a site for free opensource programming development.

Anyone know of any 3.5 hacks that would support something like what vBulletin.org has for posting and updating files of different versions?
