catching multiple usernames

Is there anyway to catch people using multiple usernames? I was trying to find a plugin/hack which would monitor the IP addresses and warn us when the s/w notices the same I/P address being used for seperate usernames (not foolproof, as two users may be assigned the same IP at different times from their ISP - but unlikely I guess....)
