change a forum

i am wondering how on certian forums i can add extra info like vbulletin.org do for the hacks forums they have the release info and screenshots but onlyin the threads for hacks, no sure if this can be done in plugin or if it has to be a file edit, i really want this for a hack i am creating. any help would be great thanks
