Limiting how much text can be [b],[i], etc

Is it possible to create a plugin or product that will let people use BB markup code, such as bold, italic, underline, but only if they use it for 2-3 words at a time? Some users find it fun to make their posts in all Bold.. and it would be easier just to disable the possibility of that happening than policing it.
