1. vBulletin has a template system that make it possible to design pages with just HTML. The site you are linking to seems to be using some kind of Portal software. There are a few different portal hacks for vBulletin around.

2. Not sure but i think there are some hacks here at vbulletin.org that will connect to external mail. Please have a look around.
