Error when installing - forbidden template.php

What is the exact error you recieve?
"You don't have permission to access /test/admincp/template.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.33 Server at www.philandjenni.com Port 80"

Where does the supposed error happen?
When I have to make the last two changes to the templates. The ones that go into the navbar template.

What vB version are you running? 3.0.8

My users are reporting the same error message (only happens in Firefox) on multiple pages. I run vB 3.5.3. I updated .htaccess per http://www.vbulletin.com/forum/showthread.php?t=167121 but the problem still happens.
It seems to help when I optimize db tables, but only for a few hours.
