Changing to charset=utf-8

Hi, I just purchased my license few days ago and I am still new to vB (playing with phpBB previously).

I'd like to change all of the default charset=ISO-8859-1 of vB into charset=utf-8, where do I do this? I can change all of the related files, but I don't think this is the correct way to do it.
