Regarding pm pop-up
 
When viewing any new members profile from the admin panel, i notice that noone has "Pop up a Notification Box When a Private Message is Received" enabled and when registering, there's no such option to choose...

I saw under vBulletin settings in the admin panel some settings for PMs but this one, was not included. From where can i have it enabled for every registering user?

Goto your

AdminCP > vBulletin Options > User Registration Options > Default Registration Options

There, make sure 'Pop up a Notification Box When a Private Message is Received' is checked.

Is it going to work for registered members, too?
Also, a similar problem, although in "AdminCP > vBulletin Options > User Registration Options > Default Registration Options" the "Message Editor Interface" is set to "Show standart editor toolbar i check a lot of people's profiles and they are set to "Do Not Show Editor Toolbar"
And i'm sure they didn't touch a thing from their personal profile options.

How's that possible?
Is it because i'm coming from importing to vB from phpBB, maybe?

I found it, the problem exist for all imported users (despite the fact that they now belong to user group Registered Users).
They seem not to obey to "defaults"
They don't have pm's popup enabled, they don't use the stantart editor toolbar, an i don't know if there is anything else missing.

How can i apply "defaults" for them too?

AdminCP->Maintenance->Execute SQL Query (your userid must have permissions to execute SQL in the config.php)

You will find the option to turn popups on or off in the list of automatic queries.

You'll also find an option to set the default editor there.
