Downsizing Images Help Please!

I know support is a rarity in here, however I figured I'd ask anyways.

Has anyone modified the code so huge-dimensioned images could be downsized to a spec or if you can reject an upload because the dimensions are too large?

I have MANY users uploading enormous pictures that when launched take up the full screen and are STILL not fully displaying.

If there is a way around this, I'm all ears. Thanks.
