limit downloaded files? is it supported?????

i've been looking for such an option, service or anything for too too too too long
I tried Anti-Leech but it wasn't that good
I once was on an vBulletin thread and I was downloading some files from it
i downloaded 4 files and when i wanted to download the 5th i was transfered to a new page telling me that my daily download limit has exceeded :ermm:
so is there is an option or whatever through the CP in vBulletin which allows me to:
1) limit the number/size of downloaded files per a registered user
2) limit slots per user
3) limit download speed per user

is it possible to do all of the following through the CP???
and is there any additional fees for getting them with the vBulletin version??

nope, I've been asking for a long time for this as well, and so far, no luck. Seems rather strange that you can limit uploads (which most people don't want to do, as it cuts forum use) yet there's nothing for the biggest problem with sites (especially hosted) as heavy leechers can kill your site real fast.

but I saw it in an vBulletin forum and it was so very extremly great

i've been searching for nearly a year for such an script
but couldn't find nothing!!!!!!
but an payed solution ((soooo expensive)) and only for UNIX based web servers......

Maybe a private hack, or they use one of the portals that has it built in I guess.
