Specific forum style I am trying to find...
 

I found http://www.vbadvanced.com earlier and came across their product page here:

and the associated "More Info" page here:

Is this done via a Mod or is it done nativly in the boards via some option I am unaware of?

Would anybody know of a mod that would make pages do that?

That is a custom written application written by Tigga/Brian of vBadvanced.com -- You can find a similar hack here on vB.org but for that particular one on vBadvanced.com you should contact Tigga/Brian directly.
