Stopping user refresh

I'd like to insert header code or a meta tag to prevent multiple refreshes by a user.

I've got header code on a page to refresh the page every 30 seconds. I'd like to prevent the user from refreshing sooner to limit server loads. Anyone have any idea how to do this? I've searched google and php.net and I'm having no luck.
