Changing the default "move to" thread

I have a large board that we try to keep very organized. Part of our work includes removing what we call "expired offers" to a forum called "Expired Threads"

Is there a way to change the default forum when we move something so it does not choose the current forum the thread is in? I want the default forum to always be the first choice.

I am thinking I need to change this forum:
