Basic editor missing Manage Attachment button
 

Some users prefer the Basic Editor, but now that we have the ability to post multiple pictures and place them anywhere in the post using the [ attach] codes, those that use the Basic editor cannot take advantage of this very important function, the reason being there is no Manage Attachment button (the paper clip icon) for which they can easily insert the attach codes.

Can someone help me modify the template or php to add a Manage Attachment button for the Basic editor.
