Hey guys i had a question i was hoping someone could help me with.Is there a way to block people who use proxy servers from accessing your forums?

The reason i ask is soon my new site will be opening,on my last site there was this guy who used a proxy and would come in and spam my forum all to hell.I would ban IP after IP but he kept coming back by using proxy's.So is there a way i can permanently ban all proxy's from my forum?and perhaps have it display a message saying why proxy's are not allowed?Thanks alot for your time :)
