Convert Java Drop Down Menus to Form Level List Boxes

I want to get rid of all the Java-based drop down menus on the forum, and instead make a form-based list/menu where a drop down list comes out and can be chosen. If you look at cycleforums.com/forums, you can see that's what they did there.

How do I do this??
