Single-User avatars

I do not allow registered user uploads of new avatars, (only premium members and mods/admins can upload) so I would like to have a feature that after a user selects an avatar then other users can't use that avatar also. If they change avatars then the avatar they had previously gets tossed back in to the pool and is up for grabs.
