I couldn't believe this feature didn't come standard with vB, much less the fact that I couldn't even find a mod for it! I would do it myself if I knew vB's syntax and structure better, unfortunately I do not. I think a folder-based solution would suffice, that way it could just be defined in Styles. It still baffles me that this isn't configurable...

Explanation:

(Preferred choice)
Forum 1 has icons a.gif, b.gif, c.gif, etc.
Forum 2 has icons a.gif, e.gif, g.gif, etc.

OR

(Secondary choice)
Forum 1 has icon folder images/icons/f1
Forum 2 has icon folder images/icons/f2

Edit: After about 5 minutes of looking around I'm on my way to creating this hack. Unfortunately, since I know very little about vB and its Templates (especially for the Admin CP) it looks like direct SQL queries will be the only way to make it work for the time being. I will update this thread as I get more info.
