I have a skin that they by Photoshop PSD but I do I import that on the VB :)

You need to chop up all the images in it, upload them and name them accordingly, and code all the tables from scratch. No special tool that converts the style for you.

Your best bet would be to have the original creator of the PSD slice it up into images that you can then place using HTML code in vBulletin's template system. If you are completely lost, you could submit a service request asking for help, but there will probably be a little charge from whoever does it.
