Server Too Busy

I would like to edit my server too busy message but seem's I cannot find it anywhere,

I would have suspected it to be in the standard error template im kind of baffled,

Basically I want to enable peak restriction's by enabling session limit's to paying member's only and would like to edit it with a link for non donating member's to pay to reach the alternate donating site.

Any help would be appreciated.
