How Could I Transfer My Template Mod's To My New Skin???
 
what would be the easiest, non-hassle way to add the hacks from skin a to skin b will still keepin the template mod's to skin a..... if your confused ill try to explain better

The best way is to add them back by hand to the new skin as it probbly has majior differances in the html.

if it was based on the same desing of all the other sytles you could make them all based off the same templates

Thats the idea, at the end of the day you are going to spend less time adding them back by hand, then trying to reverse enginer a style to suit the needs of your new one. The only template in vB 2 you might get away with porting right over is phpinclude, but variables in that template can always cause problems, especally with registered globals on.

All templates are stored in the vBulletin database, once a new style is added anew template and replacment set's will be avaiable for you to edit from the admin cp (asuming the style's are using new template and replacement sets).

Once a style is added to the board in vB 2 all members will be able to change the style via their user cp's. As a admin you will also have the style avaiable in the forum area's off the admin cp so you can force forums to have their own styles.
