Why can't non-license people get the mods?

Well, I have a license, and my co-worker (formerly Itatium, check the forums for him) can't get them to help me out. I'm a secondary email, and don't think I can add him to the license, adn besides, the database is all messed up. He submitted a mod (as useless as it was) and I'm wondering if he can get some mods here. Please explain to me. I'm not demanding him to get complete access here, I just want to know why, and if there are any exceptions to the rules.

No exceptions. The logic is that if you don't own vB, you'll never need to download the mods for it either.

Good logic too.

I agree..... very good logic that is.... why would non-licenced people want vBulletin stuff.... Unless..... You have an illegal version *gasp*

Well, you can only have up to 3 people on those lists, and for example, my site has 7 people with admin access to vB. We all can't get all mods then, and we all live in different timezones, so this is a huge lagfest for us half the time.

As for your logic, what about designers? I mean, sure my network owns a license, but I'm a designer/coder for vB, and I plan on selling services (designs complete with hacks) and what happens when my network dies, or the license expires and we *gasp* go to Invision Board? I really can't rely on webmasters for everything, and that has to be a major pain in the *** for both parties, but the good of that policy outweighs the bad, and their's nothing I could do, and I humbly except that fact. It was worth a try, but no use making a bad name for myself fighting with the authority.

7 admins is a big risk IMO unless your running the lesser admin cp. I can understand your frustration, but there is nothing we can do on our end to help with the situation. There are no exceptions to the rule ever, thats just bad security...

The best thing you can do is head over to the vbulletin support forums and request that they up the number on the list.

Yeah, 7 admins opens alot of doors to your ACP and database. But even so, you should gather the mods for them. Just let them request and you get them. There's no easier way and as filburt said no exceptions.
