how to turn on IMG code?

HTML code is ON
vB code is ON
Smilies are ON
[IMG] code is OFF

Its usually availibe via vBulletin Options, or you have to manuelly select [IMG] code via editing a forum properties:)

Yes if you want specific forums to only have images you'll need to do it by Forums - Edit in your Admin CP.
