[release] The "Cookie Jar"

Description: This is going to be my first template edit, atleast that I release, and what this does is remove the users ability to turn off cookies. The reason this edit came about was because my users sometimes complain that they are constantly logged out and come to find out, on every occasion, they have failed to select one of these two options. Following the fix on these users, they report flawless board performance. It should be noted that this template edit does not remove anything instead it comments out the lines necessary, thus, if you choose to change it back later you can. Also this does not remove the option from your Admin CP; therefore, if users are having problems with the cookies you can always disable them on a case-by-case basis in the Admin CP. I hope you all enjoy.

I released something like this myself awhile back, tho yours is a bit more extensive. The reason i dont use something like this on my board is i have tons of people behind proxys.
