[release] Update Username from User CP

Description: Allows users to change their usernames from their user CPs. Protects against picking an existing username.

The idea is from a hack at vB.org but the code is 100% written by me. Requested here at vBT.

I forgot to say that for the change to fully take effect, counters have to be updated, just as if the username was changed from the admin CP. Also this doesn't take into effect usernames banned in the admin CP's "vBulletin Options."

filburt you are a god with the phpinclude template ;). This mod i like, i think ill stick to ppn's verson as it works with the buttons already placed in modifiy options.

It actually was pretty tricky coding this thing. I do recommend using the hack instead but for those who don't hack their boards, me being one of them, use this instead.

Ahah well the keyboards stoped but the mouse seems to jump ;)

And yea, i do hack my board. Alot. The new kousetsu has been hacked so much that i belive every file was changed to reduce querys and add new functions. :)
