[Release] Another Welcome Panel
 

Pretty much another welcome panel. Just shoves the wording stuff thats in the forumhome header into a table.

you should put $avatarimage i might use this though

$avatarimage is from a hack, most users will not have that installed.

It doesn't work without hacking either. So this is just the stuff that will work with a template mod. :)
