[release] Mod of xelation's announcement bit mod

99% of the credit goes to xelation. I simply modified his announcement bit mod.

Most of the text file is xelation's as well. Like I said...just did a few mods. Mostly so it wouldn't take up so much room at the top of the forum display page, but it's still in a table.

I also didn't want the user who posted it to show so it would have a more official look.
