Why does it put double images here?

If you can't tell what I'm talking about, look at where the New Thread and Post Reply buttons are.

Edit: Well the first problem I encountered was that the name of the background-cat_bg-has 2 speech marks in the background tag-

The problem which I think is causing the double lines is here:

I suggest taking one of those out-I think it will sort it, cant gaurentee it though-Sorry:)
