Grabbing CSS Information

I'm begining work on a CMS and I'd liek to know how I can take my CMS which wil lbe seperate from my vb (No integratino no any level except look. Different DB and everything.) and grab the CSS from my vb. I have no CSS experience and don't know how much it would require to jsut grab the CSS file (I know what CSS is and how it works..sort of..just can't read it and stuff.) or whatever and use it in my CMS.
