Database/phpmyadmin question

Hey all,

I'm trying to set up a database with a username and password on a computer that I've got set up through dyndns.org. I've never had any problem creating databases and such for my website in cPanel, but I'm not experienced with creating a database and user information on a localhost. Does anyone know how to do this?
