i know phpbb is the most widely used... but what do you think is the best?

Hmm, I guess IPB.
I hate PHPBB, always have and always will.

But ipb 1.3 is totally free? is it better than phpBB 2?

I'm 100% sure IPB 1.2 is free, atleast when you have Cpanel.

And yes, IPB is better than phpBB 2, if you ask me.
Do a little searching on google, you might find the trial version of IPB 2, thats free, and the only difference is that you have a little popup in the ACP.

Hmm.... what about phpBB 3... what do you think?

I've never heard of PHPBB 3, where did you get that from?
