Why I can't restore my previous Database
 
I have a forum with about 32000 members and thousands of posts recently I changed my host and installed vbulletin on new host but I can't transfer(restore) the DataBase of my previous forum to the new forum which I setup although they are of same version, my Database file is really big (about 700 MB) and my site administrator refuses to restore it for me so please any one if can give me help and tell how can I do that, I really need your help.

Yes I have shell Access(SSH access),but It won't work
