confused

i am confused with this three forum. i know vbulletin com is official but what about the next two? the links send me here and there:confused:

whats the difference in their emphasis??

there's so much stuff to navigate.!

all i need at the moment is to find out how to:
1. add new styles...how do i do it?
2. how do i add a hack like the CMS or arcade or shop?
3. is there a manual on how to be a good administrator?

i know the answer must be somewhere in the three forums!
