User groups wait to download

I have a paid section on my site for members, with the majority of content open for all. Paid members have their own group.

Is the a modification that stop normal registered members from downloading a file as soon as its uploaded. Ie they must wait 24hrs.

I dont want to stop them downloading just delay them..
