Minimum post count to upload Avatar, Photo, Sig

How would I make it so that a user would have to have X amount of posts to upload an avatar, photo, sig, etc.? I want the user to know that they need X amount of posts.

I've tried using the promotion system, but it doesn't tell the user why they don't have the permission to perform certain actions.
