2 hack requests

1. A hack to make it so that in profile.php, under the persons postcount + last post, there'd be links that say "Quick Ban" and "Quick IP Ban"
2. The ability to edit what permissions certain mods/s-mods or the default permissions they have in their ModCP, via AdminCP
