If i had to guess, i would say it is a custom forum system made specifically for that website. I've searched the forum and looked around where any information about the site is documented and no information was found regarding the system this forum uses, the only thing that concerns ownership is "© 2002 by Henning Koch" on the bottom of every page, the link leading to an email, in which the domain of that email is the same as the website itself.

So i'd say it's a custom forum, but i could be wrong.

I have to admit, that is one nice forum - maybe not as feature-full asvBulletin, but an interesting layout and also like the spiderable urls.
