I've looked all over for this and can't seem to find it.
 

How would one go about adding the sponsors banner in the forum like he has at http://www.srtforums.com/forums/index.php?, is it a hack, templetes or what, I've seen others asking the same thing but with no reponce, I know their are serveral of us that would love to have this have for our board and all but I just can't see to find it

Do you mean the banner on top, or the small images next to each forum name?

If you mean the banned;
It can be edited by editing the template "header". Add you ad code all the way at the bottom.

If you mean the small images;
It's a hack, and it should be on these forums somewhere.
