How do I insert this command into the header?

Hi guys,

How do I insert this command into the header or footer?
I need to reinstall a free banner progam on my board.

Someone at vBulletin.com recommended the php_includes statement.
I don't know enough about the template system to modify it.
Just enough to be dangerous and install mods.
