Do you allow guests to post or send pm's?
Are you using mail verification on registration?
Maybe moderating new registrations.
Put new members in a usergroup that is only allowed 2 or 3 PM's.
Upgrade them after 10 posts or 1 week to ful membership allowing more PM's.

Just some ideas to make it difficult for him, in the hope he will give up.

contact their host and say they are spamming your site. the host will most likely pull the plug on the site or warn them. as most hosting companies have a strick policy against spamming.
