No way to fail?

Where is the setting to determine the percentage that stealing money will succeed...Right now you can steal from whoever whenever without risk of failure, how do i change this?

There sin't a setting for it, but there is no way that you can steal with no chance of failure. It starts at 50% and increases or decreases with the reputation of the user you are trying to steal from.
