Whats the Best Way to Organize this?

My forums are for apartment communities. I dont know if i should organize by city or zipcode. Keep in mind people are going to have find their community easily and quickly with out having to go through alot of catagories. I'm thinking if there is a spot where they could enter their zip code in, and click "go" that it could be like a search and pull up the communities in that zip code. Or if i should just do it by:

Texas (catagory)
--Dallas (catagory)
----Downtown/Uptown (catagory)
----- Amli @ Downtown. (forum)

Little bit of organization help please, because as you can imagine, if i do every state, and every city in the US, this could be very confusing.
