Right sidebar only on FORUMHOME..how to?

Hey,

What code do I add to forum home to get a right sidebar that is under the navbar (right next to the forums)

Even i have been looking for this one.I think a perfect example for this is

If possible features it had on right sidebar would be appreciated too.

well adcoloumn does it for every page i think.
